ARCADE Follow-Up Releases Add Reprocessing Guard and Mode-Based Hydration Control

The official ARCADE repository released v0.9.1 and v0.9.2 on July 8, following the earlier v0.9.0 release that added OpenTelemetry observability and structured logging.
