Votari has moved from its earlier soft-launch and trial-poll period into full election use, expanding both who can create elections and how organizers determine who is eligible to participate.

Developer Rui da Silva told CoinGeek that users can now create and run real elections rather than being limited to the trial polls used during the previous testing period. The full-release model offers three eligibility options: elections open to anyone, elections restricted to participants with an approved email domain, and higher-assurance elections using passport verification. The distinction is important because Votari itself is not newly appearing on mobile devices.

The iOS application has version history dating to January 2026, while the Google Play listing has also been publicly available for months. The September development is therefore better understood as a move from preview and trial operation into broader election creation rather than the first release of the mobile application. Separating Identity From Eligibility

During Votari’s earlier preview, participation relied on passport verification.

That remains available, but the full-release architecture no longer assumes that every election requires the strongest available identity check.

Da Silva described the lesson from the trial period as a distinction between proving someone’s real-world identity and proving that the person is eligible for a particular election.

An organization may already know, for example, that people with addresses under a particular email domain are members of the relevant electorate. Votari now lets the organizer select among those models without changing the underlying voting-record architecture.

That makes eligibility an election-specific policy rather than forcing every participant through the same identity process.

Three Participation Models

The first option is an open election, where participation does not depend on an external identity requirement.

The second restricts participation by email domain. That can suit organizations whose existing membership or employment structure already provides an eligibility boundary.

The third retains passport verification for elections where stronger evidence of an individual participant is required.

According to the developer, the purpose is not to eliminate the need for an organization to define who may vote. Someone still has to establish the electorate. Instead, the system attempts to separate that decision from control over the subsequent voting record and tally. (CoinGeek)

That distinction is central to Votari’s current design.

An organizer can determine eligibility and establish the rules of an election, while the resulting election record is intended to remain independently checkable rather than existing only inside an organizer-controlled private database.

On-Chain Election Evidence

BSV Association’s earlier Votari case study describes the platform as anchoring each ballot to BSV Blockchain while separating vote integrity from voter identity.

That qualification is worth preserving.

Votari’s design and privacy properties are documented by the project and its platform disclosures, but publication in an app store should not itself be treated as an independent security audit of the complete voting system.

From Trial Polls to Organizational Elections

The earlier trial period concentrated on relatively simple polls while the underlying architecture was tested with users.

The full release is intended to move beyond that stage.

Da Silva identified companies, associations, boards, committees, professional bodies, universities, student organizations, housing organizations and membership groups as nearer-term use cases. That makes the present milestone more concrete.

Votari does not need a national government to replace an electoral system in order to be used for consequential voting. Organizations already conduct elections and governance decisions at many smaller scales, often with clearly defined membership and eligibility rules.

The newly expanded eligibility options appear designed for that middle ground.

An Existing BSV Application Reaches a New Stage

Votari is not new to BSV Blockchain.

Current Mobile Availability

Votari remains publicly available on both major mobile platforms.

That version history reinforces the distinction between application availability and the newly announced full-release stage.

The September milestone does not necessarily correspond to a new mobile binary. Some of the expanded election functionality can be enabled through application services and the existing software rather than requiring the store listing itself to begin on the same date.

Votari’s more interesting development is not simply that a blockchain voting application has left a trial period.

It is the decision to stop treating identity and eligibility as the same technical problem.

An election needs some rule defining who may participate. But that rule varies dramatically depending on the election.

A public consultation may need no identity requirement. A professional association may already have a membership domain. A higher-assurance process may require documentary identity.

Trying to impose one identity mechanism on all three cases creates unnecessary complexity and can exclude otherwise legitimate uses.

Votari’s new model allows that outer eligibility rule to vary while keeping the evidence layer more consistent: establish the election, record the voting events, and make the resulting evidence independently inspectable.

That is also where the use of BSV Blockchain becomes more relevant than simply saying a voting app is “on blockchain.”

The useful question is whether the public ledger gives participants and auditors durable evidence that can be checked independently of the organization operating the election.

Votari is designed around that proposition.

The full release does not establish that the system is appropriate for every election, nor does it remove the need to trust devices, eligibility sources, software implementations or the underlying network. The developer himself makes that limitation explicit. (CoinGeek)

What it does show is an application moving beyond demonstration polls toward organizational use while refining its architecture in response to actual trial experience.
